Clicking, or ticking? Can you hear it only while moving? Is it louder when turning?

do you have 17" or 20" rims? i have the 17" and they barely clear the brakes. when i had them balanced they put the weights in the path of the brake calipers, when i got on the road i heard a ticking noise and i discovered the weights had rubbed against the calipers bending the tab backwards and hitting the weights every revolution.
