I really want to take my 20's off for the winter this year. I would like to go with 17's and some winter tires, but I don't know the sizes on the things I would need. What are the stats on the 17's I would need to run like offset and backspacing etc. And what size tire and rim combo would I need to run to keep the same rolling diameter? And where's the cheapest place to get these things?

I would simply go with a set of stock Dodge 17's. For sale ads or local tire shops (trade ins) is where I would look for them. For tire size look for 265/70's or something in the 31x10.50 range (if your truck is a 4x4, assuming it is). If not you could still probably clear these tires on a 2wd or drop down to a 245/70. As far as the speedo you could spend the coin on a programmer or just leave it be. Get someone to follow you or vice versa to see how your speed compares to theirs.

I just switched from 20's to 17's and I went with a 4.75" b/s with -6 o/s and 285/70/17's. They are virtually the same height and about 1/2 inch wider. Good looking combo.
