Can I fit 33's on 18 inch rims and stock 03 1500?

Yes, but given the 33 x 12.50 tire size, you'll want to make sure you have 4.5" of backspacing (stock is 5.5") on whatever rims you buy to help clear the additional width. Might want to crank the torsion bars an inch or so, as well.
